Steven R. Carroll Founder & President

Steve was raised on a 2,000 acre family farm in northeast Missouri where he operated Carroll Seed Farms alongside his father. He attended the University of Missouri and graduated with a B.S. in Agriculture and later received his J.D. Steve also attended the John F. Kennedy School of Government at Harvard University.

Steve served in the Missouri Legislature for five terms. As a legislator, Steve became the youngest member of the House of Representatives ever appointed to the House Budget Committee and later became Vice-Chairman. He also chaired the House Civil & Criminal Law Committee, Economic Development Committee and the Administrative Law Committee, and he served on the Committees of Ways & Means, Banking, Agriculture, Education and Appropriations.

Steve and his family are active in their hometown with civic and charitable organizations. He is a member of the Missouri Bar Association, Missouri Athletic Club of St. Louis, Lions Club, Masonic Lodge and Shriners, Farm Bureau, The Missouri Cattlemen’s Association, and Trinity Episcopal Church of Hannibal, Missouri.

 

Adam Rapert -

Lobbyist

Adam grew up in St. Peters, Missouri. He graduated with honors from the University of Missouri – St. Louis with a bachelor’s degree in political science and American politics. While at UMSL he became a lobbyist for the Associated Students of the University of Missouri. After successfully passing legislation during the 2018 legislative session, Adam became the President of ASUM where he continued to represent the interests of students within the UM System.

In 2019, Adam began working in the Capitol as a Legislative Assistant for two Representatives in the House. In addition, he began working on political campaigns with the House Republican Campaign Committee in Missouri. There he was able to build relationships with every member of the Republican supermajority in the legislature. After a year of working in the House, Adam was recruited to work for the President Pro Tem of the Senate. In 2020, Adam was named on the Missouri Time’s 30 under 30 list.

Adam joined Carroll & Associates in January of 2022. He began working for the lobbying firm as a legislative consultant, due to a constitutional amendment preventing legislative staff from lobbying for two years. In January of 2024, Adam registered with the Missouri Ethics Commission to provide Carroll & Associates with another full-time lobbyist to advocate on behalf of clients’ interest.

Adam currently lives in Jefferson City. In his free time, he enjoys golfing, hunting, spending time on the family farm in Shelby County, and spoiling his chocolate lab named Bella.



Sharon Dunn

Office Manager & Association Management Coordinator

Sharon is a Missouri native and was born and raised in Eldon. She possesses extensive credentials in public service. She worked for former Senator and Governor Roger Wilson from 1985-1992 and has also worked as a Legislative Assistant for various public officials in both the House and Senate from 1979 until 2002.

Sharon joined Steven R. Carroll & Associates in 2006 as Office Manager specializing in legislative coordination for clients. She also specializes in association management work in everything from membership services to conference planning and oversees political action committees for clients and the firm.

Sharon has two children, Jason and Jennifer, and resides in Jefferson City, Missouri.

Rodney Hubbard Contract Associate

Rodney R. Hubbard’s previous experience includes representing part of St. Louis City (District 58) in the Missouri House of Representatives. He was elected to the House in November 2002 and served until 2008.  Hubbard was known by his colleagues as the man to reach across the aisle in passing landmark legislation on the revitalization of St. Louis City.

While a Representative, Rodney Hubbard received many accolades including the 2006 Distinguished St. Louis Business Journal Legislative Award; 2005 Associated Industries Cooperative Award; 2005 Lewis & Clark Statesman Award presented by St. Louis Regional Chamber and Growth Association; Loretta Hall Award from the Carr Square TMC; Yes I Can Award; the 2004 Lewis & Clark Statesman Award presented by St. Louis RCGA and the 2004 Certificate of Appreciation presented by the Missouri Assisted Living Association. 

A 1991 graduate of Mehlville High School, Hubbard earned his Bachelor of Science degree in Business Administration from Lincoln University.

Rodney resides in St. Louis City with his wife, Shameem S. Hubbard. He is the proud father of Ayana Amani, Rodney R. Jr., Jabari Ali, Attallah Azizah and Ayishah Amani Hubbard.
